can't delete nor rename a file

hello guys,, i need help
i'm using kubuntu 13.04
i have a problem on deleting or even renaming a file,
i think the problem is on the file name encoding, but i don't know how to solve it.
the file name is

سبا�%82+ا�%84تس�%84ح+-+�%82اذ�%81ات++ا�%84�%82�%86اب�%84+_+Upload+By+Ayman+Daas.part2.rar

when i try to delete it a message come saying: file can not be deleted

so pls help

make sure you don't have anymore rars in that dir and try rm *.rar in the directory
