So, if you want to move a file using the command line: sudo mv ~/mywallpaper.jpg /usr/share/wallpapers/
To use Dolphin: kdesudo dolphin - then drag and drop.
An even better way to use Dolphin as root is to install the root-actions-servicemenu. Then you can right-click on a file and select "Copy" or "Move" as root.
