You can use mkvextract from mkvtoolnix to extract subtitles:

You can add this repository to always have the latest version of mkvtoolnix installed:

Otherwise, you can use Aegisub to extract the .ass subtiles from .mkv videos. If you use Quantal Quetzal, you can install the latest version 2.1.9 of Aegisub right from the main repositories.
