Re: How to save my desktop settings?
In your home directory, there will be a bunch of hidden folders. These have all your personal settings. There should be one for KDE and related stuff, so make a back up of this.
In Konqueror, or Dolphin (pick your poison), there will be an option in the menus to show hidden files and folders. All the folders start with a period.

Re: How to save my desktop settings?
Very short, Where is:
Most KDE settings are in the ~/.kde but some are in the ~/.config (kmenuedit- etc). Program settings could also be in the ~/. :
~/.mozilla
~/.strigi
~/.wine
~/.mplayer
~/.xine
~/.vlc
and so on...
Note
~ is same as /home/<user>, so ~/.kde is /home/<user>/.kde. <user> is you username.
Note #2
. (dot) before file or folder name makes those folders/files hidden. Konqueror/Dolphin -> "Show Hidden Files".
Note #3
Only those settings that don't need root rights are in the users home folder. System Settings + Administrator Mode => settings are probably in the /etc/ directory tree...
Saving KDE look
You could use kde theme manager /2/ and "Create New Theme"/"Install New Theme"
Press Alt + F2 type kcontrol > Control Centre /1/ > Appearance & Themes > Theme Manager > Create New Theme > Ok >
Theme Created - notification
Your theme has been successfully created
in /home/<user>/.kde/share/apps/kthememanager/themes/My Theme.kth.
