Suggestions for improving Kde

Hi All ,
A friend, who is a new user, called me that they couldn't add image in system settings-about me.
After searching in Google ubuntu-search-engine. I found that under "System-Settings-Advance-Login Manager User tab User Image Source had to be changed from System to User,system in order to add an image in About-me.

Is there a place where someone could make a suggestion to have the default install set so this is set
as the default.
