No updates for nearly a month

Neon usually updates fairly frequently, but I haven't any for a while now. When I update via terminal everything seems fine, just... no updates.
Is this because everyone's on vacation for the holidays? Or is there something else that could be going on?

No, you would still be getting Ubuntu updates as well as ones from neon. You can go some days without updates, maybe even a week or more, depending on what extra sources you have.
Most of the updates you will see, in terms of frequency will actually be Ubuntu security patches and similar updates.
Firefox was updated on the 29th, for example.

Plasma stuff isn't really a regular thing, though it can be as they find and fix various package issues -- however, Plasma 5.27 it about as finished as it will be, especially with most of the work being on Plasma 6.
Plasma 5.27.10 and KDE gear 23.08.4 came out in the beginning of December, while Frameworks 5.113.0 only a couple of weeks ago. The pace of Plasma 5 things has slowed down, for sure.

You may want to look at what the terminal output really shows, as well as look at your Ubuntu sources - /etc/at/sources.list as well as your neon ones - /etc/apt/sources.list.d/neon.list -post the contents here, and we can look at them.

I'm not sure about KDE Neon, but on Kubuntu when this has happened it means something has gone wrong with my country's repository "server". I switch to the main "server", and notify the admins (indirectly, via a local forum) about the problem. Maybe 3 times in 15 years.

But if that were the case with me I'd get an error message, right?
I just get "All packages are up to date".

Not if the mirror(s) aren't syncing with the main ones, or you have somehow inadvertently disabled any of them in Discover.

BUT neon by default uses the main Ubuntu server, not any country specific one, unless the user has changed it themselves. Neon's repos don't have the vast mirror network that Ubuntu had, either.

Or you have installed/set up offline-updates, so they are getting installed automatically.

Post the contents of the files I mentioned above, this will show the specific ubuntu mirror being used, and if anything has been disabled.
and look at KInfocenter to see what kernel/plasma/etc you are running:

          Operating System: KDE neon 5.27
          KDE Plasma Version: 5.27.10
          KDE Frameworks Version: 5.113.0
          Qt Version: 5.15.11
          Kernel Version: 6.2.0-39-generic (64-bit)
If you have these versions, you are up to date. My logs show that the last updates from neon came on the 18th, and Firefox was updated on the 29th.

Your apt output should look something like this, if you don't use any PPAs::

          Code:
          $ sudo apt update
          Get:1 file:/var/lib/preinstalled-pool jammy InRelease
          Ign:1 file:/var/lib/preinstalled-pool jammy InRelease
          Get:2 file:/var/lib/preinstalled-pool jammy Release [3,949 B]

W: file:/var/lib/preinstalled-pool/dists/jammy/Release.gpg: Key is stored in legacy trusted.gpg keyring (/etc/apt/trusted.gpg), see the DEPRECATION section in apt-key(8) for details.
If it isn't "hitting" the urls in 4 through 8, it won't find any updates, and won't show an error.

The last set of updates for Neon user edition were released on 18th Dec 2023.

It is inevitable that updates will slow down for user edition in the run up to Qt6/Plasma 6 transition, and all the Qt5 things won't get many more upstream releases and updates as developers focus on v6.
