Hi
This may seem to be a trivial thing to the old groaners but for a new person it can really be a frustrating "hunt and peck" to find a fix or to turn off the system bell.
For some reason, a few updates ago the system "sound" reset to maximum. I just "put up with it", for a while but then decided to fix it and, well, finding the "place" in the warren of stuff that one can adjust in KDE took some searching. lol
Here is where to fix the volume of the system bell on bootup.
System settings / Application and System Notifications / Manage notifications / Player settings / The "use KDE sound system" button should be ticked because a sound is being produced / Adjust the slider from 100 % (on the right ) to some middle place.
One can also turn off the system bell here.
if there are questions please ask.
