    Is there any way to shut them off?

    i might be able to help you if i knew what you were talking about..

    if by chance your talking about the menus for the plasmoids w/ menu with resize ,close, rotate and somtimes config locking your widgets will prevent widgets from showing that panel.

      Oh, we call desktop icons to launch applications widgets now? I did not know, ok, anyway, yeah, those, the ones that slide out to the left or right whenever you mouseover a widget/plasmoid/icon/whatever.

        Right-click on the desktop and choose Lock Widgets.
        I do not personally use Kubuntu, but I'm the tech support for my daughter who does.

            And just for the record, 'widgets' used to be like uh, weather, a clock, system monitors, etc etc, to me, they are still application launching icons.

              It even locks your panels
              I do not personally use Kubuntu, but I'm the tech support for my daughter who does.
