What model Latitude do you have? I have a CPx and have no luck. My next step is to check the hard drive for problems, as I have been unsuccesful at installing Xandros too. I'm running 256MB of RAM on a 750MHz processor, which should run fine.
According to this Kubuntu Wiki Page, the CPx seems to have worked with previous versions of (K)Ubuntu. My own opinion is that your system is somewhat under-powered and under-memoried for a full featured Linux distribution like Kubuntu. I suspect that you'd be happier with something like Puppy Linux or Damn Small Linux, both are designed for older machines with limited resources.
