Can you use Control Centre ?

Starting Control Centre: Press Alt + F2 and type kcontrol.

    Control Centre > Regional & Accessibility > Country/Region & Language

Or the fast lane. In the konsole:
    Code:
    kcmshell language
kcmshell - tool to start single KDE control modules
language - Language, numeric, and time settings for your particular region

It would help to mention what kde version you are using. If it's kde4 then the crashed is caused by bug 196520.

        I use both kde4 and kde3. I tried it in kde3.

If I use Control Centre > Regional & Accessibility > Country/Region & Language it works.
