TV Card and Webcam

I have a Pinnacle TV card and a Logitech webcam. They both work fine in Kubuntu Feisty. I use tvtime for the TV card and Kopete for the webcam. However, each time I start Kubuntu, the two devices are detected in a different order. The TV card is detected as /dev/video0 sometimes and as /dev/video1 other times. I know I can set the device I want in tvtime by editing the file /etc/tvtime/tvtime.xml. However, because the card is detected as a different device each time, I have to edit the configuration file all the time. Is there anything I can do to solve this issue?

Yes. You can use the udev rules to make them use always the same dev node.
