I've been using kubuntu for about a month and it's really a great distro. However, I had to make several adjustments in order to get KDE working smoothly.
I wrote down a guide with all the changes I made so that it might be useful to someone else.

After having made these changes Kubuntu is much smoother: stuttering, tearing, slow desktop effects are removed.
These changes did not break the system in any way.
Configuration:
Dell Laptop Inspirion 15 5000 series
Integrated Intel GPU
Intel Core i5 8th Gen 8GB RAM
Kubuntu 19.10
