Where is this information stored? And is there a size limit?

KDE is using 'Extended file attributes': https://en.wikipedia.org/wiki/Extended_file_attributes
Appilcations (Dolphin, Gwenview, ...) can read and write the extended file attributes. Indexing systems (Baloo, Recoll, ...) can read and add the information to the their own databases.
