[DESKTOP] How do I make windows stay where I put them?

Running Kubuntu 18.04LTS with 2 monitors. Every time the PC sleeps, my windows move around and I have to drag them back where I want them. Windows staying where a user puts them is one of the most fundamental aspects of a functional desktop environment, so this has eliminated my ability to use Kubuntu until I find a resolution.

You can set window rules for applications by right clicking on the icon in the window -> more actions -> special window settings. A dialog will open where you can set various window related settings
