Sorry to take so long to get back on this. I am just as confused as ever, unfortunately. I had the same config as yours, except I had "small icons" instead of "cover switch". Changing to the latter changed nothing for me.
I have discovered that by clicking on the "Show the desktop" button on my task bar and then doing alt+tab, I can get back to the background I want. SO I can recover, which is the main thing.
I wish some good doc would come out explaining the interaction between desktops and activities.
I see there is an alternative config for this. I do not see how to use that set though. No matter.
