Hi I'm experiencing this issue
when I'm connected to my company vpn, Kde panels (top and down) stuck completely for 10-20 second, this behaviour happens lot of times during my vpn session.
I have already tried to type crtl-alt+f6 to verify if there is a process who takes all cpu (with top command), but I didn't see nothing strange.
If I well remember this issue started with upgrading from kde 4.10 to 4.10.1 (Kubuntu 12.10), now I have installed KDE 4.10.2. (Kubuntu 13.04 -- in place upgrade from Kubuntu 12.10)
I suppose the problem is not inside kde panels but a plasma-desktop bug.
