      I solved 1st with:
      http://support.no-ip.com/customer/po...-update-client
In Ubuntu 10.04 it was in repo. I do not know if it was in Kubuntu.
I need it for my services on my home server that has no-ip adress.
2nd is not urgent now because I use Ktorrent and integrated ip block plugin.

i found replacement for iplist = peerguardian for linux:
        https://launchpad.net/~jre-phoenix/+archive/ppa

it would be nice to add noip2 and pgl to next kubuntu version!

          everything works now.
one more tweak for noip. chown of default conf file so u can add noip in startup
