Click on the 'hamburger' in the upper right (default position) of the Desktop?
Windows no longer obstructs my view.
Using Kubuntu Linux since March 23, 2007.

I don't have the hamburger. I think I removed it and don't know how to get it back.

In 18.04, Desktop Settings has the Tweaks settings which allows one to show/hide the Desktop Toolbox but I'm not seeing that in 19.10 with 5.17.90. I have just Wallpapers and Mouse Actions. No Tweaks.

I think Plasma 5.18 (and the beta) will have the desktop toolbox (the hamburger menu) removed. Of course the Lock/Unlock widgets should still be available in the right-click menu in the panel or the desktop.

Don't have the beta installed so I can't test.

You can also test the keyboard shortcut: Alt+D followed by L

Don't you get this from a normal right click on the desktop or the panel?

This seems to be the case with Cilly (at least on the desktop)

Alt+D followed by L just opens Desktop Settings for me. And the Tweaks section present in 18.04 is absent now. There's just Wallpaper and Mouse Actions:

Correct. The menu (second image) is from a normal right-click on the desktop.
                  Right-click on the panel gives:

                  No Lock Widgets.

This is what I see with a right-click on the panel:

Plasma 5.17.90 (which I guess is the Beta)
                        No Tweaks either:

The menu in the first of my pics above is in the Mouse Actions section.

I guess they did away - unless it's a bug and they lost it -with the lock/unlock widgets thing.
Personally I found it totally useless - and never used it

The reason I was looking for the lock/unlock is because of the plasma transparency button which can be hidden only by locking widgets if I understand this correctly: https://store.kde.org/p/1338479/

Trawling through Phabricator, bugs, and changelogs, there is no longer a visible lock widgets option, which apparently was originally designed for sysadmin/kiosk mode use. As it has been a long time since widgets have been too easy to move, etc, etc. They removed it with the revamp of the overall settings, apparently. Can be set via config edit.

                            ~/.config/plasma-org.kde.plasma.desktop-appletsrc :
                            Code:
                            [General]
                            immutability=2
                            The default is "1"

There will be howls from the 5 people that actually use it, methinks. I don't recall ever using this option, going back to KDE 4.0, back in 2008.

Well, if this is going to be the way it's going to be, maybe someone should tell the Greek to find another way to show/hide the transparency button
