I got my new laptop yesterday and installed Neon without much in the way of teething problems BUT . . . I can't access my root folder in Dolphin. I finally got it to list on the "Places" pane in Dolphin but it won't allow me to list/show/enter it. Comparing my permissions from my new laptop to my old and I don't notice any differences.

Do you mean root, as in "/", the topmost place in the file hierarchy, or the "/root/" folder, which is the root account's $HOME dir?
It is of course correct that you can't access the root account's home dir, so I think what has happened is that the 'root' entry in the Places pane in dolphin has become hidden somehow.
Lets see:
I have right clicked on my red 'Root' entry in the Places pane, and marked it as "Hidden":
Now, on the lower label marked 'Places, the one that looks greyed out a little, right click on that:
Check the "Show Hidden Places" option. You hopefully will see the red "Root" entry, slightly greyed out:
Right click on the red "Root" entry, and uncheck "Hide".
And hopefully it is back:
