Does the minimal install option offer fewer desktop effects?

I installed Kubuntu 19.04 in a VM using the minimal install option. I went into Desktop Effects and didn't see Wobbly Windows as an option.

I ran

qdbus org.kde.KWin /KWin supportInformation

to get information about compositing in case that's relevant:

No, just fewer applications.

It's there, but you have to hit a toggle somewhere to show all the things. I can't recall where, but I'll find it shortly when I get back home.
