Previewing some videos in dolphin brings the system to stand still although VLC plays well. What is the problem?

we will need more than that ,,,,,is it a type of video file that dose this or just random file's at random times what may be showing as using the system up (high CPU usage) in top or KSysGuard

what are the specks on your box ?

A great tool to show system info is inxi It's a terminal command.
you can install it in a terminal with the command

sudo apt install inxi

after it installs run the command

inxi -Fxz

and post the output here.
also the system monitor (aka: ksysguard) should show any high usage processes.

OK so now we see that you have an adequate system ,,,,but your CPU is running full out ,,,,,witch leads me back to the first part of my question what is using the CPU so hard ?

run "top" in a console and see ,,,and answer the rest of my question.

why you feel the CPU is running full out? Or is there anything else in the inxi output that hints at that?

all 4 threads are running in turbo mode (over the rated max)I said to run "top" in a console and see what was using the most CPU and how much when this

The problem is the input / output freezes during Dolphin preview playback. It is not possible to understand what is running with top. New observation: gwenview similarly freezes the system when playing video.

htop may be easier to see the process hogging the cpu . you can install it with the command

sudo apt-get install htop

the just type htop instead of top

top can do that as well:

top -bn1 -o %CPU | grep PID -A2

and A2 can be changed to a higher value to see more processes.

$ top -bn1 -o %CPU | grep PID -A2

To make it clear: run htop (any flavor), run gwenview and play a video, system freezes including htop, gwenview, desktop … you can not interact with the system, now you want to see what process is taking cpu? I should find out what libraries or software components gwenview, dolphin and the like are using verses what vlc is using since vlc does not halt the system.

you never did say whether it was any video file or a particular type ,,,or why your CPU is running so far out of max range ,,,,did you over clock it ?

over clocking to far can cause strange behavior.
