Need help configuring Apache

Since I failed configuring SAMBA, I am using Apache for sharing files.
Unfortunately HTTP protocol only lets downloading files.
Is there a way to make something like Public_FTP in Apache that could be accessed without passwords?

If you need a ftp server why do not try to install one?
