Window and tab selection changing to far fight option on browser and applications

I'm having really odd problems with my windows, mainly Chromium & Chrome but also Firefox to a small degree, Filezilla, VLC and more. I'll describe what is happening for each.

VLC - the video sill start playing at like 32x with no sound and I can't do anything to correct it. I installed SMPlayer and that isn't effected.
Chromium/Chrome. I have lots of tabs open and if I move the cursor over the tabs it starts to scroll (very quickly) to the right to the last tab. Nowif I pull the mouse down onto the page, the scrolling stops. I can select a tab but it is like a 2% chance b/c it scrolls so fast.
Filezilla - every pane scrolls to the right or all the way to the bottom, trying to move up or anything doesn't do anything, it just stays far right or all the way down.
Firefox - if I hit Ctrl it zooms all the way out to SUPER tiny text and I can't use CTRL & mouse wheel to zoom out, I have to use CTRL and + but it is very touchy and impossible to get the percentage I want. I use "tree style tabs" (tabs on the left) as well as across the top, and it they don't seem to be bothered.
Rutorrent on chromium - scrolls far right and or down, depends on what you are clicking on.
The "start button" where I select favorites, applications, etc is impossible to use, it just scrolls through super fast, like 5-6cycles a second (1 cycle, all the folders).
Krusader seems fine, I haven't noticed any problems moving around in that
    NotepadQQ seems fine
    System monitor seem fine

This seems to come out of no where. I've switched keyboards and mouse, tried new USB ports, there are no other computers around so it can't be someone else controlling it with their keyboard (sharing the same channel). I have noticed that it will just stop, no reason what so ever. I'm try

I've looked at the input devices settings and reset them to default (they already were at default) and there are no changes. Can anyone provide any assistance, or even what some search terms might be that could help me identify what is going on, I don't even know what to call this. Thanks anyway,

Oh, I've also had problems with my keyboard, I have to sit about 6-12" from the receiver or it messes up all the time, the mouse as well. I used to be able to be 30-35ft away with no problem. All have new batteries and cleaned them COMPLETELY inside and out (I do IT repair work) so there doesn't seem to be anything wrong. It does this with more than one keyboard/trackball set as well. This happened about 1-2 years ago as well (the distance thing) but it resolved itself somehow. This is so frustrating!

The scrolling behaviour sounds like the mouse wheel is jammed to one side, generating sideways scroll presses continuously. Or maybe a trackpad with a similar problem. If you could start xev in a konsole its output with the cursor on its window might be interesting.

I've seen the same behavior with chrome and my mouse. I usually can fix it with logging out and back in. I've not seen it with VLC but I've never tried. Next time it happens, I'll open VLC and see if I get the same results. I assumed it's because I have a total cheapo mouse and it's like 4 years old. The easiest way to test this theory is to swap to another mouse and see if the behavior persists. Assuming it is the mouse and logging out/in fixes it, you could probably write a script to unload/reload the driver when it happens. In my case it's happened once or twice a month so not bothersome enough to buy a new mouse - yet.

If you combine the mouse issue with the keyboard issue it could be some sort of wireless interference. Testing against a wired keyboard and mouse might reveal that. How close is your wifi or wireless phone to your PC? THere are other devices that might be interfering but those are the two most obvious. If you figure this out report back because I'm interested to know what causes it. It's maddening when it happens.
