Cannot Adjust the Mouse Speed

I have installed, and updated Kubuntu 18.04 on a new computer, and I have noticed that you cannot adjust the mouse speed.
I have set the pointer threshold to "0 pixels" as an article suggested in the "Mouse - System Setting Module", and still no success! Does anyone have any idea when is this bug is getting fixed?

System Settings > Mouse > Advanced > Pointer acceleration

Windows no longer obstructs my view.
Using Kubuntu Linux since March 23, 2007.
