    a question about the ppa

Hello, I wanted to know how often the PPAs are updated in the system, for example from Okular, VLC, etc.

It depends on which PPA you mean.
It is entirely up to each PPA's maintainer how often it releases new stuff.
Updates for them are checked every time you check for system updates.

It also can depend on the Ubuntu version you are on, too. Older LTS releases often can't get the newest version of everything, if some dependency can't be met.

Okular does not have a PPA that I am aware of.
    VLC does.

    But things are confusing

PPAs are like miniature versions of the main software repositories, Personal Package Archives, to be exact. Individuals and small teams use them to provide specific software that they like to update.
They only work on *buntu distros, and most ubuntu-like distros, most of the time.

Then there are Snaps, which are completely different, and work on any distro.
And Flatpaks, which are a different thing that also are completely different, and work on any distro.
    Then, there are appimages......

But in any case, other than appimages, all of these are updated as their creator/maintainer chooses. Discover will check for updates to all of them at the same time, pretty much, or you can do it manually, using each system's command line tools.

Of which PPAs are you talking? PPAs are: https://en.wikipedia.org/wiki/Ubuntu#Package_Archives

Or do you mean the Ubuntu repositories "main", "restricted", "universe" and "multiverse" for the individual releases?
      See: https://help.ubuntu.com/community/Repositories/Ubuntu
      and: https://help.ubuntu.com/community/Repositories

Then there is the "backports" repository for a release (mainly with a more current version of LibreOffice and some other stuff).

For Kubuntu there are also the Kubuntu Backports and Backports Extra PPAs for newer KDE stuff:
      See: https://launchpad.net/~kubuntu-ppa/+...untu/backports
      and: https://launchpad.net/~kubuntu-ppa/+...ackports-extra

Main version updates of programs "generally" are provided from one release to another (from the Ubuntu repositories), e.g. from 22.10 to 23.04.
Security fixes (and sometimes minor version updates) are provided as long as a release is supported - but not for all Ubuntu repositories, for examples see cat /etc/apt/sources.list in Konsole.

If you need the most recent version of a program consider using Flatpaks or an additional PPA for it.

PS: Oh, claydoh was much faster than me, but perhaps you can find some useful information in the links I posted.

get rid of Snap script (20.04 +)reinstall Snap for release-upgrade script (20.04 +)
install traditional Firefox script (22.04 +) • install traditional Thunderbird script (24.04)

But, if you are asking how often software is updated in the normal software archive, then, for things like Okular and VLC, that will be......mostly never, or very seldom, between full OS upgrades.
Mostly never, unless you add an external source, such as a PPA.

Security patches and things like that, but no software version upgrades between releases.
