Can not open System Settings after upgrading from 14.04

Sorry I've upgraded from Kubuntu 14.04 to Kubuntu 16.04
I'm a Kubuntu user for about 10 years now, doesn't mean I'm an expert.
the problem i have is that I can't open my System Settings. I receive this error message

    KDEInit could not launch 'systemsettings':
    Could not open library '/usr/lib/x86_64-linux-gnu/libkdeinit5_systemsettings'.
Cannot load library /usr/lib/x86_64-linux-gnu/libkdeinit5_systemsettings: (/usr/lib/x86_64-linux-gnu/libkdeinit5_systemsettings.so: cannot open shared object file: No such file or directory)
