What is wrong when mouth movement doesn't keep up.

This is a k16.04 problem, so it most like is a development problem.

Recently while watching Netflix, the movement of the mouth stopped keeping up with the actual sound emitted. Is this a hardware problem or software? 8-Core AMD @ 4.2mhz w 32GB DDR3SDRAM. Additionally the Desktop appears sluggish. This happened after the last large update/dist-upgrade. Shab - Thanks!
