If you are on Vivid, you don't. ::sadness::

If you are on an earlier release, it should now be in the Add Widgets list in the Panel config.

Have installed plasma-widget-quickaccess, but don't know how to locate it. Please advise.

One way: right click on the desktop, unlock widgets if they are locked, select Add Widgets.

Find Quick Access in the list of widgets, then drag and drop it onto your panel.
