I just upgraded to Kubuntu 15. The default look and feel theme is something called "breeze." I don't have an option to download anything else here, or for the splash screen. It's not grayed out, it's just not there! This was with both an upgrade and clean install from an iso image burned to a boot disk. Is this just a glitch, or is there something I'm not doing?

No, the breeze theme you see is basically a switch that will set all the different elements ( plasma theme, icon theme, color scheme, application style) to Breeze. This new look-n-feel option is bare, there is one available in the package manager for Oxygen that will set these to style elements to a KDE4 style, but I don't see any other of these new "master" themes
Otherwise, you need to go and set all the different elements individually, like we have to in kde4.
If you go into each of the other appearance sections, you will be able to download more.
