How do I change the Splash Screen in Kubuntu 13.10 my download?

I located the Splash Screen in System Settings and Selected "Install Theme File...". It was not permitted. I then moved to my /home/steven/Pictures folder, where I stored the png of my choice for Splash Screen. The folder was empty, in fact so was the Desktop folder, Program folder, and all the other folders. I don't understand, because when I open Dolphin to go to the same folder, it contains all my saved images.

I have searched to find the storage location of the Splash Screen choices. The only place I could find the address was in a Kubuntu forums posting in the year 2011. Apparently that is not the address in Kubuntu 13.10 and looking at the possibilities, I am unable to find Kubuntu 13.10's Splash Screen storage folder. Does anyone know it's location? Thanks!

Must I open Dolphin in kdesudo to make the addition, when I find the proper location? I tried opening Dolphin in root, but the it does not contain a menu in root, so I could not expose hidden files. I believe the folder may be in one of the folders in .kde or.kde4 or some place like that.

Themes are stored in $KDEDIRS/share/apps/ksplash/Themes/ in a directory specifying the name of the theme.

    or

System wide (available all users) KSplash themes are at: /usr/share/kde4/apps/ksplash/Themes/...

The themes are owned by the root so you will need to root rights to edit them.

User's KSplash themes are at: ~/.kde/share/apps/ksplash/Themes/...

If you are using the KDE System Settings > Workspace Appearance > Splash Screen > Get/Install themes the theme will be saved to the ~/.kde/share/apps/ksplash/Themes/.

The themes are owned by the user.

I need to reply prior to examining all your instructions. Hope it isn't a problem for you. I have located the directory of folder containing the splash images before, however when I open Dolphin in root, there is no menu, and I don't know how to get one, while in root. Without the menu, I am unable to open the hidden files, thereby making .kde inaccessible to me.

It looks like you are in "details". Looking at your example is very cool. Changing from one image to another describing the order, but if I open System Settings>~>Splash Screens and click on Default, nothing happens. Something new to learn, I guess. If you understand me and can see my new problems, please reply. Thanks!

I was able to find the location in root while in kdesudo Dolphin. Nonetheless, the image I want to put in that folder/directory cannot be located. It is located in my /home/steven/Pictures folder. When I try to find that folder while in root Dolphin, it says the folder does not exist. Can you give me an instruction how to put an additional image in the correct folder so that it will appear in the menu of splash screens located in System Settings?

I read all the links you provided, but the information is a little over my head. I am confused, though, less than a month ago, I had Kubuntu 13.10 installed on my computer, and somehow I was able to have my Login Screen, Splash Screen and Desktop all the same, and a custom image. I call it water-flame. Right now, I have been able to have my image on the login screen and the desktop, however, I am restrained from having it on the splash screen. And when I try to add it I fail. Maybe I have finally described my problem sufficiently. If so, what is the solution. I don't know how to write an instruction that accomplishes what I want, but the interruption of the default splash screen just makes my computer opening chaotic. It doesn't look and feel right, and I have had it before in the selfsame distribution Kubuntu 13.10.
