User accounts problems

Although I was very much interested to see how this issue can be resolved on its own, I was experiencing other problems like missing internet connection in other accounts. I could not afford to have it dragged on more. So I reinstalled Kubuntu. Here is the issue now:

After the new installation, I have created other accounts at the administrator level and user level. In the initial account: Account1 , which was formed during the installation, I did not have to install any driver manually. My WiFi and LAN connections appear in the tray and they work with no problem. However, when I go to other accounts, there is no internet connection and the WiFi or LAN icons do not show in the tray. How can I make the icons appear?

Also the application "Connection Editor" does not have a GUI anywhere. How can I create the GUI icon for the Connection Editor?

If you're using Network Manager (I don't), Connection Editor is brought up buy clicking on the wrench icon in the lower right of the Network Manager window and then clicking on "Edit connections..."

AFAIK, network manager allows non-admin users to control network connections. A VM install here shows that even the guest account can manipulate connections. The Icon you see is the Network Manager widget. It should be installed, but no matter - unlock widgets, edit the panel and add it.

On another note; rarely is re-installing the best option when having problems. This only serves to wipe out the evidence of what was causing the problem in the first place. In this case, it may have been expedient since it was a new install, but if the problem re-occurs six months from now, re-installing may not be the best way to go. Just my opinion...
