How do I report a Bug?

I would like to help by reporting the bugs I experience. I went to the bugs.launchpad site; it requires login/registration. Another language is used to identify the login and password box. When I press on login/registration, I get a Username/password titled in a language foreign to me. I enter my email address, which they seem to prefer as Username, and my password, which is rejected with explanation in that foreign language. No provision is made for registration that I can see.

Additionally, I have installed dbug for all applications in my computer, so that I can provide all available logged information for the developers. What have I failed to do properly? Thanks!

About the language of the launchpad/Ubuntu web pages

At here the launchpad is using the information of the browser. I would check what information the browser is sending. With my browser (Opera) Settings > Preferences...
