Package manager crashed on last boot up. It won't let me log back in because I need to close another package manager. I don't have any open by design. Rebooting does not help. This can probably be fixed with the right command line code, but I don't know command line.

You really should be more specific and informative with your posts. You'll get more help and more quickly.
Likely, what you meant was you are getting a file lock error message? Of course, I'm guessing, but this seems likely. This will happen if a crash occurs while using a package manager.
What lock files remain will depend on what package manager you're using (you didn't say) and what you where doing at the time (you didn't say).
Likely, /var/lib/apt/lists/lock or /var/lib/dpkg/lock is the problem. Simply delete one or both of these and try again.
