So I installed Kubuntu 11.10. I decided to put another panel in the bottom and have another one on top.

Whenever I opened a window it wouldn't resize automatically so I decided to make the panels hide, now after the system boots the top panel will fly to the bottom of screen and dissapear and then randomly pop up where the mouse is.
I've researched online for a few weeks can't find anything about this. Can someone help me?
