Kubuntu 10.10 i am newbies maybe i am wrong i know that is x64 architecture

actually i install last one yesterday with WUBI Installer

Please clarify what you mean by "Add Remove" is missing? If you are referring to 'adding' and 'removing' software packages, that is in System > Muon Software Center or System > Muon Package Manager. If you don't see either of those, then it will be System > KPackagekit.
