building a steam overlay for rhythmbox

hi, i want to build a steam overlay type program for kubuntu. is it possible to use global key commands to have a shortcut key pull up rhythm box on top of my fullscreen game and have it set the opacity to something like 25 percent?

Is there any good solution to multi tasking games and music/web browser like steam does for kubuntu?
