Maybe a dumb question but I am new to Kubuntu 10.10 and wanted to know what the purpose was and how to use the Bookmarks icon on the desktop.Is there any kind of demo that I could watch?

Left / Right click
The right click will bring the options dialog.
The left click will show the available links and open them with the browser.

Help > Application Manuals > Internet > Konqueror > Using Bookmarks / The Bookmark Editor
(quick: Press F1 when the Bookmark editor is open)
