One thing I know about gimp -- if you're in a hurry, you can take a scan of an old photo, outline a particularly crusty-looking character, and paste him on a transparent layer in order to make an avatar.

I remembered it's possible to run Photoshop filters in Gimp. Never tried it myself, so I don't know how good this works. From what I've read it seems to work. Here's an article about it:
