How to make Kubuntu install packages from DVD only?

    How to make Kubuntu install packages from DVD only?

    Hello, friends!
    Just moved to kubuntu 9.10
    I have limited internet, and I would like kubuntu to install packages from internet only if they don't exist on Kubuntu DVD. KPackageKit can't tell whether a package is downloadable or on DVD.

    Do you have the DVD? If so are the packages installed
    Specification: 3.06 GHZ Pentium 4, 1 gig ram, 17" monitor, ECS P4M800PRO-M version 2 and 500 gig Hitachi desk star
    Linux Mint 7 Gloria KDE community editon.
    Based on Kubuntu 9.04 Jaunty Jackalope.

      I have the kubuntu DVD but any package I try to install requires to be downloaded.

        Are all the packages on the DVD installed

            Installing software packages without an Internet connection
            Windows no longer obstructs my view.
