You won't be making any changes to your existing 8.04 installation. 8.04 will still have / (root) on /dev/sda3 and /home on /dev/sda2.
If the /DATA partition is resized, and you create two new partitions out of the unallocated space, you'll have two new partions:
/dev/sda7 and /dev/sda8. These two partitions would be used for the 9.04 installation. 9.04 would have / on /dev/sda7 and /home on /dev/sda8.
I have three installations on my laptop (I triple-boot). So, I have three / partitions and three /home partitions. All is good. It doens't matter that you have multiple / and /home 'directories', as they are all on their own partitions.
