How do I get to "Network Setting" and add a drive to kubuntu?

First time user.

Since we are not using kcontrol any more, how do I get to Network Setting? When I select System Settings -> Network Settings, I only get Proxy, Connection Preferences, and Sevice Discovery. No "Network Setting".

How do I add a new drive to Kubuntu? It's a USB drive but I don't know how to partition and add it to the system.
