The problem I have with it is that after every reboot it loses the location configuration, so one has to re-chose the NOAA source, and enter the city.

The package containing that is kdeplasma-addons. If it is not installed just run
sudo aptitude install kdeplasma-addons
and you will be able to add it as a widget to your panel or desktop.
