What is the weather widget (plasmoid?) shown in the screenshot?

It is called the "LCD Weather Station".

The problem I have with it is that after every reboot it loses the location configuration, so one has to re-chose the NOAA source, and enter the city.

There are several in the repository.

Just do a search for "weather" and find the ones whose names being with "Plasmoid-"

Or,
You can Google for "KDE4 weather plasmoids" and take your pick. Make sure they are for KDE 4.2, though.

The package containing that is kdeplasma-addons. If it is not installed just run
sudo aptitude install kdeplasma-addons
and you will be able to add it as a widget to your panel or desktop.

I tried installing it but I apparently already have it. How do I enable it? Sorry, new to KDE so bear with me...... :P

To put it on your desktop, right click on the desktop and select addwidget. Find it and click ont and select OK.

I tried finding it but it's not there. I'm using 8.10, if that makes a difference.

It might. I upgraded to 9.04 so quickly I didn't really get to familiar with 8.10.
