I have downloaded and installed the libdvdcss2 codec but my dvd play back is choppy almost like it is lagging I didn't have this problem using an older version of Kubuntu but I like the current version much better so i am not obliged to switch back. Can anyone offer any help?

Do you have 3D desktop effects turned on? If so, turn them off. This fixed my problems with choppy video in the past. I haven't tried to watch video yet with this install.
update: Yup, after I got all the codecs installed properly I tested watching a DVD with VLC. I had to turn off desktop effects. I wish I could figure out a work around but so far I haven't been able to watch DVD's with desktop effects turned on. -
