Linux will run your USB bus as fast as your hardware permits. It also depends on the hardware that you plug into the port, BTW. -

Yes, but hardware designed to only run on 2.0 will not run on a 1.1 port. Hardware that was designed to run on a 1.1 port will usually work on a 2.0. I'm eagerly awaiting USB 3.0.
