try to play a mp3 file through amarok. It will ask you to download the mp3 codec. press yes and all done.

I downloaded it for free. If it is the handlers who pay for it, they must be really generous!!!!!

It's a legal matter. For Canonical to include the 'non-free' codecs, they would have to pay for the permission to include them. They choose not to do so, and that is also in keeping with the FOSS philosophy. That doesn't mean however, that the end-user can't obtain and install them if they so choose. That is also consistant with the philosophy behind Linux - giving people the choice.Windows no longer obstructs my view.
