Can we get a little clarification on the question? KDE4 is a graphical environment, so when you say "type size" do you mean the size of the font in menus and packages when you are running KDE4? Or are you referring to the size of the font in the Konsole window when you open it and use the CLI?

To change the size of text in a Konsole window:
Right-click on it "edit current profile"->"appearance".
To change the system wide GUI font size you'd have to edit the config files that contain the settings you'd change with "system setting"->appearance->fonts. I'm guess the config file will be somewhere in ~/.kde I'd guess. (Or ~/.kde4 if you upgraded from kde3)
Not sure whether one can even change the size of the text in a "true" cli terminal thingie.
