You can't install a .tar.gz through the GUI.
You can install applications through it, though.
This explains how to use Synaptic Package Manager (a graphical frontend for apt-get). Adept (the Kubuntu package manager) is very similar, but I'd actually urge you to use Synaptic. Adept doesn't warn you if it's going to remove a ton of packages.
