I installed the kooldock app via the terminal, and then I pressed alt+F2. The kooldock app popped up with a message saying that this was the first time running it and it disappeared from the bottom of the screen after I hovered over it with the mouse.

Won't say for sure, but you may need to restart KDE (ctrl+alt+bksp) before it is actually available. See if it appears in the K Menu anywhere.Windows no longer obstructs my view.
