How does the Linux community work?

I'm looking for some overview of the Linux community. Is somewhere good sites which explain in details how developers coordinate their projects, receive users feedbacks(forums/mailing lists)? How to be aware of changes that going on with projects? When a new version becomes available, lets say, "apt-get"? What does mean "forward upstream"? And so on.

You can pick up most of this over time (at least for all major projects) just by perusing those feeds from kde dot news & linux today that are on the homepage of kubuntuforums.net
Or any specific project will likely have mailing lists to keep you updated on what their up to.

As for new versions, unless you want to be really bleeding edge simply waiting for the adept to tell you they are available in the repos will suffice. This generally happens within a week or two of a version update.
