This was a fresh install of 8.04 and KDE4.

KDE 4 isn't quite ready for 'prime time' as i think many who are using/playing with it will attest to. As you say, "This was a fresh install ..." you may want to concider reinstalling and using the non-remix LiveCD of 8.04, which uses KDE 3.5.9 (stable).
